NAWCA Receives Record Funding at OMNIBUS

Government Funding Legislation Prioritizes Conservation Programs

The US Senate and House of Representatives have passed legislation to fund the federal government, including funding for several critical conservation programs. In particular, the North American Wetlands Conservation Act (NAWCA), one of DU’s highest priority programs, received record funding of $50 million.

“The record funding for NAWCA is a home run for the most successful wetland conservation program in the nation,” said DU Executive Director Adam Putnam. “DU and our partners have worked with this Congress from start to finish to ensure that critical conservation programs like NAWCA remained a priority, and the end-of-year funding reflects that. We are grateful to our legislator friends from both parties who recognize the immense value of conservation, and we look forward to shifting these dollars into the landscape for the benefit of wildlife, people, and our environment.”

NAWCA is a voluntary matching grant program that leverages federal and non-federal funds for wetland restoration. Since its enactment in 1989, the NAWCA has conserved more than 30 million acres and created an average of 7,500 new jobs per year. Every dollar spent by the federal government, on average, receives a $3 match from program partners like Ducks Unlimited. Further demonstrating the effectiveness of investments made by wetland programs like NAWCA, the recent State of the Birds report revealed widespread bird losses in all habitats except wetlands.

The legislation also includes the Charitable Conservation Easements Integrity Act, which stops the abuse of syndicated conservation easements and reserves deductions for genuine charitable conservation purposes. Also included were important policy provisions from the Incremental Climate Solutions Act and the USDA’s Sponsorship of Sustainability Targets in Agriculture to Incentivize Natural Solutions (SUSTAINS) Act.

Notable conservation programs receiving funding:

  • North American Wetlands Conservation Act (NAWCA) – $50 million
  • Partners for Fish and Wildlife: $60.2 million
  • Great Lakes Restoration Initiative (GLRI) – $368 million
  • Delaware River Watershed Conservation Act – $11.5 million
  • Chesapeake Bay Program – $92 million
  • Chesapeake WILD Program: $8 million
  • North American Waterfowl Management Plan/Joint Venture Programs – $16.8 million
  • National Wildlife Refuge System – $541.5 million
  • State and Tribal Wildlife Grant Programs: $73.8 million
  • Assistance to rice farmers – $250 million
  • NRCS Conservation Operations: $941.1 million

Ducks Unlimited Inc. is the world’s largest nonprofit organization dedicated to conserving North America’s continually disappearing waterfowl habitats. Established in 1937, Ducks Unlimited has conserved more than 15 million acres thanks to the contributions of more than one million supporters across the continent. Guided by science and dedicated to program efficiency, DU works toward the vision of enough wetlands to fill the skies with waterfowl today, tomorrow, and forever. TenPoint Launches NEW 430-Foot-Per-Second 6.5-Inch Viper 430™ Narrow with NEW 100-Yard Range and Safe Disarm

Mogador, OH. TenPoint Crossbow Technologies recently released its latest blazingly fast crossbow with increased accuracy and safe disarming: the NEW Viper 430. A faster, narrower, more accurate version of the best-selling Viper S400 crossbow, the Viper 430 fires 40 FPS faster with an arrow of 400 grains than the previous Viper, it measures nearly an inch narrower at a sleek 6.5 inches narrow and generates improved long-range accuracy out to 100 yards.

At the heart of the Viper’s blistering speed upgrade is an increased power stroke that now measures 13 inches and our RX6-Cam™ system, which generates incredible rotation to produce speeds of 430 feet per second with the 400 arrow. grains included. The crossbow’s revolutionary Vector-Quad™ cable technology uses four cables instead of the traditional two, eliminating cam droop and generating a straight nock travel that leads to lower-range accuracy in the same bore.

The Viper 430 generates greater down-range accuracy thanks to the combination of its NEW Scope Struts and the NEW RangeMaster® 100 Scope. Dual scope struts, along with a NEW longer (+1.5”) dovetail, provide rock-solid stability for the heaviest night vision or rangefinder scopes and exponential scope durability, resulting in ensures that the scope rail will not move if it is dropped while hunting . Dual aluminum Scope Struts increase strength and stiffness by 80%. Additionally, the dovetail allows for more reach adjustments, heavier reach options, and provides the strength of a full-length rail without the added weight.

The NEW RangeMaster 100 takes our proven platform and adds a new reticle, offering crosshairs out to 100 yards. The 2-7 variable rate scope accommodates the fastest crossbow shots between 380-505 FPS. Its enhanced glass provides the shooter with greater image clarity and brightness, allowing for maximum long-range accuracy.

“From speed to maneuverability to accuracy, we’ve taken one of our best-selling crossbows to date and improved it in every way,” said Phil Bednar, CEO of TenPoint. “With more speed and safe takedown at a better price than its competition, the Viper 430 is poised to dominate the narrow crossbow market.”

The patented ACUslide™ cocking and decocking system features the automatic brake gear system that sets TenPoint apart from all other decocking crossbows on the market. The patented automatic brake eliminates the possibility of losing control during disarming, which can lead to injury and costly bow damage. While cocking and uncocking with the ACUslide, the user can remove their hand from the handle at any point, without further action, and the handle will stop in place. Also, while most crossbow crank cocking devices require more than 15 lbs. of force to operate, the ACUslide allows you to quietly cock the crossbow with only 5 lbs. of force, making it easy to operate for people of all ages and abilities.

Like all TenPoint ACUslide crossbows, the Viper 430 features the S1™ trigger. This 2-stage, zero-creep design features an advanced roller-seal system that delivers a consistent, crisp 3.5-pound pull. The trigger is equipped with a new DFI (Dry-Fire-Inhibitor) and is equipped with a nylon filament arrow retention brush that improves grip and arrow alignment to reduce noise and vibration. An integrated string stop system is also included to further reduce noise and vibration.

The 19-inch MICRO-TRAC™ barrel reduces string-to-barrel contact by 50% to provide greater accuracy and the longest string life in the industry, outperforming competitive crossbows by hundreds of times. shots.

The ultralight two-piece TEC-TACTICAL™ stock is designed to be comfortable for shooters of all sizes and includes an adjustable butt plate that adjusts 1″ to provide an ideal fit. The stock is also compatible with the optional raised cheek comb from TenPoint to ensure perfect alignment with today’s popular rangefinder optics.

The Viper 430 is 33 inches long (without Sentry Bowhanger) and 6.5 inches wide and shoots at 430 feet per second.

The Viper 430 is also equipped with the Sentry Bowhanger which allows the hunter to easily hang their bow on the bow holder and keeps the broad nose within the bow profile for use on a ground blind.

Decked out in TenPoint’s exclusive Vektra™ camo or Moss Green, the Viper 430 ships fully assembled and includes a Ready-To-Hunt package.

Package includes:

  • ACUslide cocking and decocking system
  • RangeMaster 100 Variable Speed Reach
  • Pro Elite 400™ Carbon Crossbow Shaft 3 Pack (.003″ Straightness)

FEDERAL LAWSUIT CHALLENGES NEW YORK STATE SEMI-AUTO BAN

BELLEVUE, WA – A federal lawsuit supported by the Second Amendment Foundation and the Firearms Policy Coalition has been filed in New York, challenging the state’s ban on so-called “assault weapons.” The plaintiffs are represented by lawyers from SAF and FPC. The case is known as Lane vs. James.

The lawsuit was filed in the United States District Court for the Southern District of New York, on behalf of New York residents J. Mark Lane of Larchmont and James Sears of Irving. They are represented by attorneys Cody Wisniewski, Adam Kraut, who is also SAF’s CEO, and Nicolas J. Rotsko.

The defendants are New York State Attorney General Letitia James, Superintendent of State Police. Steven A. Nigrelli and Westchester County District Attorney Miriam E. Rocah in their official duties.

“The issue of this lawsuit is very clear,” said SAF founder and executive vice president Alan M. Gottlieb. “Both Sears and Lane are law-abiding New York residents who want to own modern semi-automatic sport utility rifles, such as the AR-15, for lawful purposes, including target shooting and home defense. Such rifles are in common use throughout the country, yet in the Empire State citizens face the threat of arrest, forfeiture, prosecution, fines, and imprisonment for legally using such rifles.”

The lawsuit alleges that when the Second Circuit previously upheld New York’s ban on semi-automatic vehicles in 2015, the court relied on a two-step test that has since been rejected by the US Supreme Court. bruen decision as “one step too many”. Because the Second Circuit found that the so-called “assault weapons” at issue are in common use, it should have held that New York’s ban violates the Second Amendment. This new action will allow the Second Circuit to correct the situation.

The lawsuit seeks a ruling declaring that Lane and Sears have a fundamental right to keep and bear arms, and that New York law’s prohibition of common semiautomatic firearms is a violation of rights guaranteed by the Amendments. Second and Fourteenth. The plaintiffs also seek a permanent injunction on the enforcement of the New York ban.

“We are simply asking the court to uphold the Constitution,” Gottlieb declared.

The Second Amendment Foundation (www.saf.org) is the nation’s oldest and largest tax-exempt education, research, publication, and legal action group focusing on the constitutional right and inheritance to own and own guns. fire privately. Founded in 1974, the Foundation has grown to more than 720,000 members and supporters and runs many programs designed to better inform the public about the consequences of gun control.

Throom Richochet Free Target Review

I was recently introduced to Newbold’s Throom, Ricochet Free Targets and was pleasantly surprised. I have several steel targets within my reach and was interested in the differences. The best thing about these targets is of course that there is no danger of them ricocheting or ricocheting, the bullets go straight to the rear butt and you can watch the target move. At first, it might not seem like a big deal for someone who is used to shooting steel, but it opens up a lot of options that you might not realize. Close in Richochet free kick practice is essential to becoming a better shooter.

These targets are lightweight, which makes them much easier to transport. Carrying around heavy steel targets is a hassle and can be a lot of extra work. Added bonus: they stay clean! The steel targets are coated with lead that wipes off anything in the trunk or bed of the truck that it touches. I’ve only gone to a few indoor steel drops due to the high cost of frangible ammo, but with Throom there’s no need to buy that higher priced ammo. A box of frangible is about the cost of a Throom target, so these pay for themselves the first time they hit the field and you can add more and more as you continue to shoot.

I set up the Throom targets alongside some of my steel targets, but I put the Throom targets closer than usual due to their inherent safety. The steel (for center fire) is for 25+ yards to the back, but the bright green Throom was as close as 5 yards, which is great for training since most defensive uses of firearms they are less than 7 yards. I really enjoyed transitioning targets from close to far, which cannot be done safely with normal steel.

I confess, I have shot my steel targets closer than the recommended distance and the AR500 steel took a little damage with .223 and quite a bit with .308. With the Throom targets at my fingertips, I’ll be able to set targets closer than I could with steel, which will be great for newer shooters as well as more experienced shooters working with pistols and rifles on a timer. Newer shooters can set themselves up for success by shooting at closer Throom targets increasing their hits on target, while more experienced shooters can enjoy the fast-paced transition from targets that are closer than 25 yards and don’t require the target. more intentional, targeted for longer. range shots.

It should be noted that if you are too close to the target with a fast and/or small bullet, it could go right through it without knocking it down, which could make it difficult for people with older eyes (like mine) to see if it was a hit or miss. So I did the same thing I do with my steel… I painted the Throom. The bright green material is the perfect color for a high visibility indicator where it hits. The dark spray paint flakes off as the bullet passes, revealing the bright green material below, making it easy to see where it hits. I will continue to purchase these extremely versatile lenses and recommend them to my friends.

Recovery of the US Wildlife Act that was left out of the 2023 omnibus package

The Association was disappointed to learn that in the final hours of negotiation, the US Wildlife Recovery Act was not included in the final language of the year-end 2023 Omnibus package. The deadlock had little to do with the content of the bill, which has broad support, but time has run out.

This bipartisan legislation would have dedicated $1.3 billion annually to state fish and wildlife agencies to implement their science-based Wildlife Action Plans and an additional $97.5 million to tribal fish and wildlife managers to conserve fish. and wildlife on tribal lands and waters. This funding would have allowed state fish and wildlife agencies to implement proactive solutions to conserve more than 12,000 species most in need of conservation and prevent wildlife from becoming threatened or endangered without raising taxes.

“The need for America’s Wildlife Recovery Act is indisputable and the urgency never greater,” said Curt Melcher, Director of the Oregon Department of Fish and Wildlife and President of the Association of Fish and Wildlife Agencies. . “The fact that this transformative legislation was not included on the omnibus is not a reflection of the value or endorsement of the policy. Bold visions often take time to realize and we will be equally bold in our perseverance for this funding solution for our fish and wildlife and future generations.”

“The Association is very grateful for the unwavering effort and unprecedented commitment of Senator Heinrich, Senator Blunt, Congresswoman Dingell, and the conservation community to get the America’s Wildlife Recovery Act signed into law in the 117th Congress.” said Sara Parker Pauley, Director of the Missouri Department of Conservation and past president of the Association of Fish and Wildlife Agencies. “Although we didn’t cross the finish line this year, we look forward to continuing the conversation in the New Year.”

“The bipartisan America’s Wildlife Recovery Act is the most important wildlife legislation in half a century, and we must find a way to pass it. The landmark legislation will empower states, tribes and territories to ensure that the full diversity of fish, wildlife and plants thrives for future generations,” said Collin O’Mara, President and CEO of the National Wildlife Federation. “Inaction is the ally of extinction, and we will continue to push tirelessly to ensure the bill does not meet the same fate faced by thousands of species of wildlife and plants.”

“It has been an epic year for the RAWA, with positive action in both the US House of Representatives and Senate,” said Ron Regan, RAWA Executive Director. of Fish and Wildlife Agencies. “Unfortunately, as close as we got to the goal line, it didn’t quite work. As disappointing as it is, we will be back in the ring in the new year and continue to advocate for broader and sustained funding on behalf of state fish and wildlife agencies. Our thanks to Senators Heinrich and Blunt and Representative Dingell for their truly remarkable, vibrant, rich and incredible leadership, and to the many conservation partners across the country for their unwavering support of this legacy bill.” Added Regan: “Given all the goodwill and support for RAWA in both chambers and across parties, I sincerely hope Congress works quickly into the new year, right from the start, to make this legislation a reality as soon as possible. ”

The Association would like to show our gratitude to our champions, Senators Heinrich, Senator Blunt, Congresswoman Dingell, the more than 200 members of Congress who cosponsored the United States Wildlife Recovery Act, and our many partners and friends. conservationists who worked tirelessly to pass the bill. The US Wildlife Recovery Act remains the most impactful wildlife conservation bill in a generation and has the support of more than 70% of Americans. Our current funding model can no longer keep up with the needs of the full variety of fish and wildlife in this country, nearly a third of which are most at risk of extinction. The Association will continue to work to get a modern wildlife conservation funding bill passed in the New Year.

These critical efforts have been supported by the Alliance for America’s Fish & Wildlife, whose purpose is to create a 21st century funding model for critically needed conservation of our nation’s most precious natural resources, our fish and wildlife. This effort built on the strong partnership created by the Blue Ribbon Panel on Sustaining America’s Diverse Fish & Wildlife Resources, which consists of members representing the outdoor recreation, retail and manufacturing sector, the energy and automotive industries, private homeowners, educational institutions, sports and other conservation organizations, and state and federal fish and wildlife agencies.

The Association of Fish and Wildlife Agencies— the organization representing North America’s fish and wildlife agencies — promotes sound resource management and conservation, and speaks out on important fish and wildlife issues.
