The National Deer Association (NDA) strongly opposes recent action by the Mississippi Parks, Fish and Wildlife Commission (Commission) to remove Claiborne County from the Mississippi Chronic Wasting Disease Management Area (CWD- MZ). The measure arbitrarily and needlessly places the state’s wild deer herd, a publicly-trusted resource, at significant risk of exposure to and spread of CWD.

Claiborne County was placed on CWD-MZ after CWD was detected in wild deer in Tensas Parish, Louisiana. Tensas Parish and Claiborne County are separated only by the Mississippi River, and the western border of Claiborne County is within one mile of the location of the positive CWD screening in Tensas Parish. The Mississippi Chronic Wasting Disease Management Plan (Plan), which was approved by the Commission in April 2021, requires that, after a confirmed positive for CWD within an existing positive county or a new county, all counties within 10 miles of the positive, including the county containing the positive, will be placed on a CWD-MZ for a minimum of three years.

The Commission’s removal of Claiborne County from the CWD-MZ was based on the erroneous conclusion that the Mississippi River serves as a physical barrier to deer movement between Louisiana and Mississippi. This is inaccurate, as evidenced by GPS collar data collected by the Mississippi Department of Wildlife, Fish and Parks (MDWFP), other state agencies, and educational institutions. Multiple studies have concluded that deer can, and regularly do, cross the Mississippi River. The removal also ignores the qualified expertise of MDWFP biologists in recommending the inclusion of Claiborne County in a CWD-MZ and the formation of the CWD Management Plan, which is based on many of the best management practices for CWD as outlined in describes the Fish Association. and Wildlife Agencies (AFWA).

“Unfortunately, this is not the Commission’s first foray into scientific contempt, which is a dereliction of duty in favor of special interests and policies,” said Nick Pinizzotto, NDA President and CEO. “The Commission has shown a pattern of prioritizing, blatantly, at times, the interests of a small subset of private landowners and captive cervid facility owners without regard to the citizens of Mississippi and the state’s precious wildlife resource. “.

Earlier this year, and again in opposition to the advice of MDWFP biologists, the Commission passed a motion to remove disease detection and distance-of-positive tests as components used to determine a county’s inclusion in a CWD- MZ. This move was worrisome, at best. Specifically, the Commission chose to remove the 10-mile radius provision and a minimum disease sampling threshold, opting instead to institute a framework that only requires a county to have no positive CWD detections for three years before it can removed from CWD-MZ. This model is harmful in two ways: first, removing the proximity component unnecessarily exposes the highest-risk counties to the spread of CWD, and second, removing sampling requirements removes the incentive to sample. The decision resulted in the removal of several counties from the CWD-MZ.

Based on the actions of this Commission, the NDA believes that the Governor’s appointment process for Commissioners should be re-evaluated with an emphasis on appointing qualified members who care about the state’s wildlife resources.

“Commissioners should be appointed based on their background or training in biological sciences, wildlife conservation, forest resources, or professional experience with an environmental or conservation organization,” Pinizzotto said. “Wildlife should be managed by science, not by politics or for the benefit of special interests.”

The Civilian Marksmanship Program (CMP) Advanced High Power Clinic, held each year at the annual Camp Perry national matches in Ohio, is a great place to learn something new, whether it’s technique, wind reading, equipment problems or mental management.

“I will continue to attend this clinic every year, even after reaching my shooting goals; I’m sure I can continue to learn things from your instructors,” said one attendee.

“This clinic is an excellent opportunity for high-powered shooters who really want to advance to the national level in the sport,” said another. “I learned more in two days than in 10 years. Incredible opportunity.”

The purpose of the Advanced High Power Rifle Clinic is to provide participants with adjustments that will make them more effective on the range, such as a different hand position, moving the sling up or down the arm, tightening the straps of the jacket or a myriad of other subtle changes.

“Highpower is a points game: earning a point here and there means moving up a rank, winning your class, or winning an entire match,” said Dan Arnold, one of the course’s instructors.

“While high power hasn’t changed much over the years, we as shooters are continually evolving,” Arnold explained. “We get older, our bodies change, we buy a new glove or a sling; all these small changes mean that the shooting process has to change too. Trying to use the same shooting process you’ve been using for years while ignoring all the changes that have occurred will result in scoring stagnation, at best. In the worst case, your scores will drop.”

The 2022 Advanced Clinic, which ran from July 30 to August 1, began with an afternoon in the classroom. The group of around 70 participants was led by Nick Till, James Fox, Brian Williams, Sara Rozanski and Dan Arnold, accomplished shooters and women who make up the CMP Competitive Instructor Corps. The 2022 session also included two days of live fire for the first time in the course’s history.

During the classroom portion, instructors (including 12 guest trainers) discussed wind reading techniques, demonstrated positions and adjustment methods for irregular firing points or high winds, mental management, training aids, and rifle maintenance before ending with a general question and answer session.

The second day we spent at the shooting range. Students were assigned relays and firing points at the 200-yard line and were able to meet their instructor, who had a High Master ranking. Each instructor was paired with two students during the training session. For 30 minutes, students could dry fire and then live fire 10 to 15 rounds while their instructor evaluated their standing positions and suggested changes.

The students then worked on their seated positions. After the sighting shots, the students fired two groups of five shots: two shots followed by a magazine change, and then three shots within a 30-second time limit. Once their two groups were shot, the students finished their time at the 200-yard line by firing a standard group of 10 shots in 60 seconds.

Since paper targets are used during national games at Camp Perry, the relays rotated through periods of shooting and service in the pits, where they shot and marked targets for students on the shooting line.

At the 300-yard line, prone quick-throw positions were evaluated. After their sighting shots, the students fired two groups of five shots as they had done before: two shots followed by a change of magazine, then three shots within a 35-second time limit. The students finished their time at the 300-yard line by firing a standard group of 10 shots in 70 seconds, which concluded the day’s practice.

The third day found the students and their instructors at the 600-yard line for prone slow throw. He encouraged each student to shoot a minimum of 10 shots while their instructor reviewed their positions and gave them tips on reading wind conditions. After the firing was complete, the students set up their telescopes and watched the mirage and wind flags while listening to one of the instructors point out the changes in speed and direction.

The clinic ended with a short presentation of a certificate and t-shirt to those who completed the training – a small memento of their hard work, but a multitude of educational experiences at the range that will last a lifetime.

The course is open to those who have already attended the Advanced Small Arms Shooting School at least once and have an “Expert” rating. ANCHORAGE, Alaska – Today, the US Environmental Protection Agency (EPA) took an important step to safeguard the fisheries, communities and economy of Bristol Bay by deploying Clean Water Act authorities to protect the headwaters of Bristol Bay, Alaska. The agency announced a Recommended Determination for the Bristol Bay headwaters that would prohibit and restrict mine waste in rivers, streams, and wetlands of the north and south forks of the Koktuli River and Upper Talarik Creek.

“EPA did the right thing today. Bristol Bay is the best salmon fishery in the world. The vast majority of local Alaska Native peoples and athletes across the United States want to see it protected. Following the lawsuit, EPA Administrator Regan publicly acknowledged the importance of clean water to the Bristol Bay region and vowed to work to protect the fishery and the people who depend on it. In January 2022, the agency announced that it intended to issue a revised Proposed Determination by May 31, 2022 for the Bristol Bay watershed in Alaska. The revised Proposed Determination was published on May 25, 2022, prompting a 4-month comment period and generating over half a million comments in support of the Clean Water Act protections. EPA then extended its timeline for reviewing comments and issuing a Recommended Determination to December 2, 2022.

During previous public comment periods seeking input on the Bristol Bay Clean Water Act section 404(c) action, more than 4 million comments from Bristol Bay and Alaska residents, as well as others from across the country backed strong protections for the Bristol Bay watershed. .
