CMP Welcomes Two New State Directors: Oklahoma and Illinois

The Civilian Marksmanship Program (CMP) would like to announce the addition of two new Assistant State Directors: Rachael Miller-Lansdown and Master Chief Dan Hackstein (United States Navy, Retired). Miller Lansdown will join current Oklahoma State Director George Tabor, while Hackstein will team up with Illinois State Directors Tina and Raymond Odle.

CMP State Directors are representatives who help advance marksmanship programs by providing leadership, resources, program information, coordination, networking, motivation, and publicity for marksmanship activities within their respective states.

Rachael Miller-Lansdown – Oklahoma State Director:

Rachael Miller-Lansdown lives in Jenks, Okla. She started in the high-powered rifle service about nine years ago with her husband, Allen. Her first competitive experience of hers was at the CMP Oklahoma Travel Games, where she shot in the Garand/Springfield/Modern/Vintage Military (GSMM) matches. Since then, he has collected several marksmanship achievement pins and even made it to Congress 30 in the Talladega 600 Match.

He currently oversees CMP Highpower Across the Course matches at the nearby Red Castle Gun Club and has completed the first level of Range Officer certification.

“I really look forward to seeing shooting sports continue to grow and to see women and more youth get into shooting sports,” she said upon becoming CMP State Director.

“The Civilian Marksmanship Program has been such a welcoming community for me as a female athlete, from the very beginning, even without having any prior knowledge of marksmanship,” she continued. “CMP events and matches have also provided a sport in which my husband and I can compete together. This is what we do together: shoot.”

Miller-Lansdown and Allen have been married for almost 14 years. The couple share two additional sons and a daughter-in-law. Aside from marksmanship, Miller-Lansdown loves the outdoors and outdoor activities, sports (especially soccer), traveling, the rodeo, cooking, cooking on my grill, old movies, and reading.

Master Chief Dan Hackstein – Illinois State Director:

Master Chief Dan Hackstein is from Zion, Ill. As a trainer for the Zion-Benton Army JROTC Rifle Team, he is a JMIC Certified Marksmanship Instructor and Master Instructor, as well as an Airsoft Gunsmith. With Zion-Benton, Hackstein has won eight Navy JROTC Championship titles and two CMP National Championship titles, among other accolades.

“In my 20 years as a marksmanship coach at Zion-Benton Township High School, this has become my passion,” he said of marksmanship. “I have worked very hard to get to the level I am at now. I train and spend countless hours at Zion-Benton, practicing and taking my cadets to many competitions for these opportunities, many once in a lifetime.”

He continued, “I want to pass on all the knowledge I’ve gained to the coaches in my state, hoping they get better at what they do and get more involved with their teams.”

As CMP’s state director, Hackstein says he’s ready to do whatever it takes to help units in Illinois get more involved, get more equipment, enter more competitions and answer any questions they may have.

“The most important thing is to be there for them if they need anything,” he added.

In his personal life, Hackstein has two children (Ryan, 38, and Melissa, 37), and he loves to hunt, fish, and play every sport out there.

FEDERAL JUDGE DECLARES UNCONSTITUTIONAL CHANGE OF CA RATES

BELLEVUE, WA – A federal judge declared California’s controversial “fee shifting” principle of the state’s new gun control law unconstitutional and permanently ordered the state to enforce this provision, known as Section 1021.11.

It’s a victory for the Second Amendment Foundation and its partners in their lawsuit against the statute. SAF founder and executive vice president Alan M. Gottlieb said this is a major setback for the gun control extremism that has been rampant in California. The case is known as Miller vs. Bonta.

“Christmas has come early for Golden State gun owners and human rights groups everywhere who find it necessary to challenge the state’s restrictive firearm regulations,” Gottlieb said. “Section 1021.11 would have penalized gun rights groups and their attorneys for having the courage to take the state to court.”

SAF joined San Diego County Gun Owners Political Action Committee, California Gun Rights Foundation, Firearms Policy Coalition, Inc., John W. Dillon, Dillon Law Group, PC, George M. Lee, Gunfighter Tactical, LLC , John Phillips, PWGG, LP, Ryan Peterson and James Miller, for whom the case is named. Representing SAF and its partners are attorneys Bradley A. Benbrook of Benbrook Law Group, PC and David H. Thompson of Cooper & Kirk, PLLC.

In his ruling, U.S. District Judge Roger T. Benítez observed: “This Court finds that the purpose and effect of § 1021.11 is to preclude a citizen’s right of access to the courts and to discourage the peaceful vindication of a constitutional right enumerated. Because the state’s rate-changing statute undermines a citizen’s constitutional rights, it is the role of this Court to declare it invalid and bar its threat.”

The judge’s ruling also applies to a virtually identical challenge involving SAF’s sister organization, the Citizens’ Committee for the Right to Keep and Bear Arms, known as South Bay Rod & Gun Club vs. Bonta. CCRKBA and the gun club are joined by the California Rifle and Pistol Association and several other plaintiffs.

“We are grateful that Judge Benítez saw this provision for what it is, an effort to calm opposition to California’s increasingly restrictive gun control laws,” Gottlieb concluded.

The Second Amendment Foundation (www.saf.org) is the nation’s oldest and largest tax-exempt legal action, research, publishing, and education group focusing on the constitutional right and inheritance to own and own guns. fire privately. Founded in 1974, the Foundation has grown to more than 720,000 members and supporters and runs many programs designed to better inform the public about the consequences of gun control.

Congressional budget bill increases funding for public land management and addresses threat of chronic debilitating disease

The $1.7 trillion blanket bill would fund the federal government through the end of fiscal year 2023

WASHINGTON – Earlier this morning, congressional leaders released a $1.7 trillion bipartisan spending omnibus bill for fiscal year 2023 that includes some increases for public land management agencies as well as funding for Department of the Interior programs. that conserve habitat for fish and wildlife. The bill also authorizes funding to address the threat of chronic debilitating disease.

Included in the funding for the Department of the Interior is a 7.5% increase for the US Fish and Wildlife Service Administration. The North American Wetlands Conservation Act would receive $50 million and $81 million is allocated for grouse habitat conservation. An additional provision would close loopholes for conservation easement tax incentives, protecting the integrity of easements that help consolidate possessions and take advantage of Land and Water Conservation Fund projects, ensuring public access to public lands without exit to the sea

Backcountry Hunters & Anglers is encouraged by the bill’s release and praised the decision makers in Congress for their commitment to include strong conservation measures and address priority issues for hunters and anglers.

“The holiday season just got a whole lot brighter,” said Land Tawney, BHA President and CEO. “We are excited that our congressional champions have found a way to include provisions important to our community and get them to the finish line. Your recognition of the vital roles that public lands, water, and wildlife play in our daily lives is greatly appreciated. Their investment in science and general management is applauded.”

The Chronic Debilitating Diseases Research and Management Act (HR 5608) is a notable addition to the expanding legislation. BHA and its partner organizations have consistently advocated for the bill, which would coordinate efforts between the Department of Agriculture and state and tribal wildlife agencies and departments of agriculture, authorizing $70 million in annual funding through fiscal year 2028. Approved by the Chamber on December 20. As of January 8, 2021, the CWD bill had recently received approval from all members of the Senate except Senator Rand Paul (R-KY).

“We are pleased to be able to work with our partners in the hunting community and with the congressional champions to secure this victory before the end of the 117th Congress,” said Tawney. “We thank Representatives Ron Kind and Glenn “GT” Thompson and Senators John Hoeven and Martin Heinrich for their leadership on this important legislation. And we thank the hunters in Kentucky and across the country who spoke in support of the bill, and together they were able to turn the tide and move across the bus. This is a victory for sportsmen, for scientific wildlife management, and for public lands and waters.”

Yet despite overwhelming support from hunting and angling interests, the bipartisan American Wildlife Recovery Act, or RAWA, was not included on the omnibus, even after it was passed by the Camera earlier this year. A broad coalition has worked tirelessly to advance the conservation finance bill, with more than 15,000 BHA members and supporters raising their voices in support.

“The impacts of the US Wildlife Recovery Act on wildlife conservation and management would be, in a word, unprecedented,” Tawney said. “RAWA is the product of decades of hard work and dedicated collaboration by countless and diverse stakeholders, including athletes, conservationists, and business leaders. We are disappointed to lose this opportunity to advance Bill 117 in Congress. However, we also thank our champions, Senators Martin Heinrich and Roy Blunt, and Representative Debbie Dingell, for their tireless efforts to the last minute in trying to ensure the inclusion of RAWA. We are already looking forward to the 118th Congress and tackling the work needed to get RAWA into law.”

The Senate and House are expected to vote on the legislation as soon as today, with final approval anticipated before the end of the week. The current continuing resolution, which has funded the government during the interim, will expire on Friday.

Backcountry Hunters & Anglers is the voice
for our wild public lands, waters and wildlife.
