Building food plots requires a considerable investment of time, money, and effort. However, land managers must take appropriate steps to maximize that investment; otherwise, it could be wasted. Site conditions, seed selection, and proper application of soil nutrients are important, but good germination rates will not be achieved without optimal seed-soil contact. Firminator’s built-in Cultipacker offers several advantages to ensure better germination rates and therefore a better return on investment.
Different soil conditions and seed selection require different treatments. With simple top link length adjustments, the Firminator’s lead pitch can be changed so the implement leans more or less over its blade assembly for deeper or shallower cuts. This also allows the cultipacker to roll on the ground with the extra weight of the frame transferred to it so it can be passed over the field to firm the seedbed before planting small seeds. The Civilian Marksmanship Program (CMP) would like to announce the retirement of three long-time board members: Judith Legerski (Chair), Jon Bengtson (Treasurer), and Harry Sieben (Secretary). Each played an important role in founding the CMP as a renowned organization while also serving their country through charity and public office. The CMP would like to thank each one for their years of vital contributions to marksmanship and wish them well in their retirements.
Judith Legerski:
Judith Legerski was appointed to CMP’s original Board of Directors by the Secretary of the Army in 1996 when Congress privatized the company. She held various positions during her tenure, being elected president in October 2011 and serving in this position until her retirement in September 2022. Outside of the CMP, Legerski held several important positions, including serving as a member of the Department of Defense Advisory Committee for Women in services and in support of the Secretary of the Army as a civilian assistant for 28 years, now holding the title of civilian assistant emeritus. On top of all this, Legerski remained active in a number of community and state efforts.
Legerski guided the company from its inception, providing leadership through a period of dramatic and sustained growth. In addition to establishing many of the programs in existence today, she has always been a strong advocate of youth marksmanship and can be credited with the success and prestige of CMP’s Youth Air Rifle Camps. Judy has a true love of marksmanship and is known for shooting targets in Wyoming with her husband of 56 years, Don. The couple share three children and six grandchildren.
In the spring of 2023, the South CMP Center of Competence in Alabama will be formally dedicated as the Judith Legerski CMP Center of Competence to commemorate her contributions to youth marksmanship.
Jon Bentson:
Jon Bengtson was appointed to the CMP Board in August 1999. He served as Board Treasurer for most of his tenure and is credited with executive-level oversight of CMP’s finances as the company expanded exponentially. He was pleased to share his in-depth knowledge of financial management with CMP staff and was very much a mentor to CMP managers, instilling a wealth of knowledge during his time with the organization.
Bengtson was the Nevada civilian assistant to the Secretary of the Army from 1991 until his retirement in 2005. He is the founder of AirWire Technologies, a mobile network company, and has held various senior executive positions at International Game Technology, The Sands Regent Hotel Casino, Radica Games LTD and ShareGate Incorporated. Bengtson also served on various local charitable boards.
Major General (R) Harry Sieben:
Harry Sieben spent 24 years on the CMP Board of Directors, serving as Secretary and Vice Chairman of the Board. Sieben also played an invaluable role as CMP’s corporate counsel, where his legal acumen and common sense guided CMP through a series of complex actions. A lawyer with the Sieben Carey Law Firm in Minneapolis, Sieben previously served seven years in the US Army Reserve Military Intelligence Branch and 35 total years in active and reserve military service. He was a member of the Minnesota Air National Guard, where he served in many capacities, including acting adjutant general for the state of Minnesota, before being promoted to major general in 2003.
Sieben also served in the Minnesota House of Representatives from 1971 to 1985, elected president from 1981 to 1985. In October 2006, he was sworn in as Minnesota’s civilian Aide to the Secretary of the Army and now holds the title of Emeritus Civilian Aide.
To continue his legacy, CMP has dedicated four $20,000 scholarships to be distributed to exceptional student-athletes, one each for retiring Board members, as well as in memory of Dr. Carolyn Hines, who was a of the founders of the CMP Scholarship. From increasing opportunities to go to the countryside to making forests safe from catastrophic wildfires, NWTF’s conservation work has far-reaching impacts that benefit overall ecological value. The delisting of the gopher tortoise in much of its historical range is a recent demonstration.
Just as wild turkeys benefit from active forest management, so does the famed burrowing turtle of the southeast, gopherus polyphemus.
The keystone species was listed under the Endangered Species Act in 1987 as a threatened species in the western part of its range, that is, from Alabama to Louisiana. Since its initial listing more than three decades ago, the species has gone through several levels of listing, eventually encompassing the entire Southeast.
However, thanks to the efforts of private owners, state and federal agencies, and conservation partners, the species has been delisted as threatened in the eastern half of its range, including in Florida, Georgia, South Carolina, and most of Alabama. The tortoise will retain its threatened status in western Alabama, Mississippi, and Louisiana. The announcement was made in October by the US Fish and Wildlife Service.

The NWTF’s role in helping the tortoise is a result of the organization’s longleaf pine conservation efforts.
Longleaf pine ecosystems once dominated the Southeast, stretching from Virginia to Florida and spreading west to eastern Texas, almost mimicking the range of the gopher tortoise. Today, however, estimates show longleaf pine ecosystems encompass about 3% of its historical range and are highly fragmented.
The USFWS equates the decline of the gopher tortoise with the loss and fragmentation of these once abundant ecosystems, but states that the tortoises can be found in open stands of several other southern pine species. Like the tortoise, wild turkeys and many other species thrive in endangered longleaf pine ecosystems.
“Over time, longleaf pine ecosystems flourished due to natural fires, which retarded hardwoods and other pines that would otherwise create greater competition for forest resources,” said Doug Little, director of NWTF conservation operations for the East. “Burnt forests dominated by long leaves provide a mosaic of habitat for wild turkeys, including herbaceous understory for nesting and hatchling cover, openings for feeding and rearing hatchlings, while providing covered areas for hiding from predators. . A well-managed longleaf pine forest is best for wild turkeys.”
Land tortoises surely use these areas differently from turkeys; however, they benefit from these unique ecosystems and ongoing active management. The USFWS states that typical gopher tortoise habitat consists of an open canopy with a diverse variety of ground cover vegetation on sandy, well-drained soils with widely spaced trees and shrubs—the kind of place where you might also hear some noise. gobble up.

In addition to NWTF efforts at the national level, NWTF grassroots volunteers are involved in the cause and directly link their efforts to work at the landscape scale. Many NWTF Southeast state chapters dedicated their Super Fund dollars (funds that NWTF volunteers help raise) to active fire management projects that improve longleaf pine ecosystems, such as the Multi-State Implementation Teams and the Fire Management Program. of The Nature Conservancy Fire Management, to name a few.

HALLSVILLE, Mo. – The Civilian Marksmanship Program (CMP) is pleased to announce the addition of the Bianchi Cup International Pistol Tournament, the second oldest pistol championship in the world, to its match schedule in 2023. The CMP Bianchi Cup is scheduled to shoot May 23-26 at the Green Valley Rifle & Pistol Club in Hallsville, Missouri, and is sure to be the action gun competition of the year!
“The Bianchi Cup has been one of the most prestigious pistol events in history,” said Jim Henderson, CMP pistol coordinator. “The CMP is very excited to be involved, and we look forward to not only bringing what we do to the Bianchi Cup, but also expanding our presence in the popular action pistol sport.”

An annual event since 1979, the CMP Bianchi Cup is proud to have MidwayUSA, an industry leader in shooting, hunting and outdoor activities, as its title sponsor. The Bianchi Cup is made up of four events, including:
The practical eventwhere competitors shoot at distances from 10 to 50 yards under different time limits from the firing line.
The barricade eventwhere competitors shoot at targets on both sides of the barricade at different distances and under different time limits from within the shooting boxes and behind the barricades.
The falling plate eventwhere competitors fire eight-inch round steel plates arranged in banks of six at distances of 10 to 25 yards in varying time limits.
The moving target eventwhere competitors shoot from inside the shooting boxes at distances ranging from 10 to 25 yards at a target moving from left to right, with the target exposed for six seconds.
Competitors shoot from standing and prone positions and must also shoot with strong and weak hands in various stages. There are no recovery shots in the Bianchi Cup, which increases the difficulty of the event.
The 2023 Bianchi Cup will again be held at the Green Valley Rifle & Pistol Club in Hallsville, Mo.

With the arrival of the new CMP Action Pistol Program, we have created the CMP Action Pistol Competition Rules. Most of these rules are similar to those currently in use, but competitors are encouraged to review the CMP rules. There are changes in significant areas such as allowed equipment and pistol mods. Please familiarize yourself with these new rules to help eliminate any confusion on game day. About the Bianchi Cup:
The Bianchi Cup was created by Ray Chapman (a WWII Navy veteran, law enforcement officer, and IPSC champion from the 1970s) and famed holster maker, California National Guard Major General, law enforcement officer and Hollywood cowboy John Bianchi. While discussing the current state of pistol competitions being held across the country at the time, Bianchi and Chapman realized there was a need for an event featuring a combination of the International Practical Shooting Confederation (IPSC) , Police Gun Combat and precision pistol shooting. styles, an idea that became the Bianchi Cup.
Over the years, the championship has been internationally recognized by top shooters from around the world, helping to create one of the fastest growing disciplines in the action shooting community. About the Green Valley Rifle and Pistol Club:
The Green Valley Rifle & Pistol Club, formerly the Chapman Training Academy, was named for Ray Chapman before his passing in 2008. The club has been the annual host of the Bianchi Cup since its inception. The origin of the club dates back to the 1930s and it has played an important role in creating the discipline of practical shooting.
